The Seoul Metropolitan Government (SMG) is launching a project in which dads with clumsy child care learn how to communicate and care for through educational and cultural programs using joint play tools and become child care masters.

The Seoul Metropolitan Family Center said the center is embarking on the ¡°Dad Child Care Master Project,¡± targeting men with children aged between 0 and 9. 

The project is part of the ¡°Mom & Dad Happiness¡± Initiative, spearheaded by Mayor Oh Se-hoon. 

Each family center of 12 wards has launched the Dad Child Care Master Project, targeting male child fosters in the Seoul area. The pilot project will be implemented between October and November. 

The pilot project will be expanded to cover all ward areas in Seoul next year, reflecting its outcomes and brainstorming recommendations and views. 

Subscription of next year¡¯s participants will be done in next February.

Among the participating ward areas are Gangnam, Gangdong, Gangbuk, Gwangjin, Nowon, Dongdaemun, Mapo, Seocho, Yongsan and Eunpyeong wards. 

The education and cultural programs of the project have been developed with a focus on three areas — understating of the development of children, communication and spouses¡¯ joint fostering. 

An SMG official said, ¡°I hope the Dad Child Care Master Project, being implemented by the Seoul City Family Center as part of the Mom & Dad Happiness Initiative, will bring much help to all dads with clumsy child care, and I expect your concern over the project, which will be expanded to cover all ward areas next year.¡±

Meanwhile, in August, Seoul Mayor Oh said, ¡°SMG will implement Mom & Dad Happiness Initiative the way the metropolitan government is joining forces in caring children aged between 0 and 9, requiring lots of parental care. 

At that time, Mayor Oh came up with the ¡°Mom & Dad Happiness Initiative 2.0,¡± a combination of the predecessor and steps to cope with a low-birth rate.

The Seoul Metropolitan Government (SMG) has built up a cooperative regime with 53 medical care institutions in which infants tested with brain retardation danger symptoms can undergo medical care and testing in a convenient fashion. 

SMG has already opened ¡°Seoul Child Retardation Support Center,¡± the nation¡¯s first of its kind, offering one-stop services ranging from free retardation testing to consultation and treatment. 

The agreement of MOUs with the institutions will enable more tightly-knitted one-stop services, including development examinations and post-management of outcomes.

The center was opened on June 8 as part of efforts to make Seoul a better place for nurturing children. 

Even though there is worry over language and recognition retardation, people with children suffering from such problems find it difficult to tackle with huge costs and long-time wait at hospitals, so the center is the nation¡¯s first such facility to offer one-stop services, ranging from free testing to consultation an medical care and they would not miss the ¡°golden time¡± for curing the retardation of children¡¯s brain. The center targets infants aged between 18 to 30 months who can benefit from improvement through early involvement. 

If additional evaluation and cure are required through free testing at the center, infants may be transferred to 53 specialized medical care institutions for curing them. 

They may receive additional development evaluation and medical cares, such as infant play psychology consultation, speech therapy and sensory integration therapy. 

Kim Sun-soon, the head of the Women & Family Policy Affairs Office at SMG, said, ¡°Seoul Child Retardation Support Center will offer continuous support for the sound development and growth of infants by ramping up professional capabilities for curing retardation of infants through close cooperation of the regional society and building a one-stop connectivity system designed to offer services, ranging from free testing to medical care.¡±
