Former President Suh Hae-dong of the National Agricultural Products Quality Management Service (NAQS) took office as the 7th president of the Agriculture Policy Insurance & Finance Service (APFS) in an inauguration ceremony at APFS headquarters in Yeongdeungpo-gu, Seoul, on July 10.
APFS President Suh, born in Seoul in 1968, graduated from Seoul National University¡¯s Economics Department and obtained a master¡¯s economics degree in agriculture and environment from the University of Manchester, UK.
He began a bureaucrat career after passing the 35th higher administrative examination in 1992.
Suh held major positions, such as director in charge of agriculture policy and director-general in planning at the Ministry of Agriculture, Food and Rural Affairs, president of the Food and Agriculture Officials Training Institute, head of the Incheon Airport Regional Headquarters of the Animal and Plant Quarantine Agency (APQA) and president of the National Agricultural Products Quality Management Service.
In his inaugural speech, Suh said ¡°I feel a heavy responsibility amid external and internal harsh conditions and policy expectations surrounding APFS on the occasion of a significant transition of agriculture and agricultural villages, and APFS will devote itself to growing into a full-fledged agriculture policy finance management institution.¡±
President Suh said APFS executives and staffers would lend an ear to agriculture voices and will work together with APFS executives and staffers so the latter can work with a sense of pride.
In an interview with the Agriculture, Fisheries and Livestock News Journal, President Suh said, ¡°Farmers¡¯ income and management instability is getting bigger in the wake of internal and external condition changes, caused by climate change, and expectations toward APFS¡¯s functions are getting higher than ever before, and APFS will do its utmost to grow into a full-fledged agriculture policy financial management institution by recalling the goal and purpose of its founding and concentrating its capabilities to live up to the expectations.¡±
President Suh stressed listening to voices of APFS staff and ramping up cooperation with related organizations.
¡°As this year marks the 20th anniversary of launching the Agriculture Policy Fund Management Team and the 10th anniversary of the establishment of APFS, we need to look into our organization and review future plans,¡± he said.
President Suh said APFS executives and staffers would lend an ear to voices of the agriculture industry and agricultural villages and APFS will step up its strengths while addressing weak points.
President Suh said APFS will establish a smart work and management regime each staffer can demonstrate his or her roles to the fullest extent and yield outcomes.
He urged his executives and staffers to devote themselves to achieving the best fruits by working together in unison and with one mind.
President Suh is responsible for APFS¡¯s functions, such as management and supervision of the agricultural disaster insurance business and the operation of agro-fishery food fund-of-funds. His term is three years.
