Sudokwon Landfill Site Management Corp. (SLC) has reinforced total household waste dumping amount system effective Jan. 1.
SLC will set total household waste acceptance amounts at 578,907 tons this year, an 18 percent drop from 705,985 tons in 2018.
Last year, the landfill site accepted 600,080 tons of household waste, a 15 percent reduction from that of 2018: 260,287 tons from Seoul, 90,855 tons from Incheon and 248,946 tons from Gyeonggi-do.
SLC changed a system of allocating each city, country, and ward¡¯s total household waste acceptance amounts to one in which the three city and provincial governments determine them through consultations with basic local autonomous bodies.
SLC has fixed the cap on housing waste dumping amounts for Seoul, Incheon and Gyeonggi-do at 251,100 tons, 87,648 tons and 240,159 tons, respectively.
The measure is designed to cut down on household waste acceptance amounts for the purpose of the effective use of Sudokwon Landfill Site 3-1 Zone.
The step was introduced in 2020 in accordance with a decision to ban the dumping of household waste into the landfill site from 2026. SLC has reduced total household waste dumping amounts in keeping with the upcoming ban.
Penalties imposed on the excess of the cap have been also reinforced. SLC has revised the penalty rate on the excess amounts upward to between 120 percent and 200 percent this year from the previous rate of 120 percent-150 percent, but the period for stopping dumping has remained unchanged to between five days and 10 days.
An SLC official said SLC decided to reduce total household waste dumping amounts by 3 percentage points over the previous year despite the spread of the COVID-19 pandemic through consultation among the Environment Ministry and the three municipal and provincial governments.
With not much time prior to the enforcement of the ban on household waste dumping in 2026, it is imperative for local governments to accelerate efforts to expand incinerating facilities on top of household waste reductions on the part of residents, the official said.
Thirty-three local autonomous bodies found to be in excess of their allocated household waste amounts as of last Dec. 25.
The figure represented an about 23 percent drop from 43 entities in excess of the cap in 2020.
SLC Offers 1,276.8 Billion Won in Financial Support to Incheon and Residents for 30 Years
SLC provided 1,276.8 billion won in cumulative financial support to Incheon and its residents for 30 years until 2021 since 1992 when waste began to be dumped at the landfill site.
The total divided into 464.3 billion won in a fund for supporting residents, 655.9 billion won in a fund for supporting Incheon Metropolitan City Government and 156.6 billion won in projects to support sports facilities and others.
The fund for supporting residents, being raised from 10 percent of total waste acceptance fees, amounted to 464.3 billion won: 161.4 billion won from the first landfill site, 239.4 billion won from the second landfill site and the remaining 63.5 billion won from the third landfill site.
Out of the money in the fund for supporting residents, 321.8 billion won has been used for health checks for residents, improving life environment conditions, establishing nursing hospitals for the elderly and improving school environment condition and other community projects through a scrutiny by a residents¡¯ support consultation committee consisting of resident representatives. The remaining 81.5 billion won has been paid for cash for households.
The fund for supporting Incheon Metropolitan City Government has been raised with 50 percent of total waste acceptance fees in accordance with a agreement reached among the Ministry of Environment, Incheon City, Seoul and Gyeonggi-do.
During the period between January 2016 and December 2021, 490 billion won was supplied to Incheon Metropolitan City Government.
If 165.9 billion won in land compensation money related to Gyeongin Ara Waterway and the second ring road of the Seoul metropolitan area is counted, the fund stood at 655.9 billion won.
