The Ministry of Land, Infrastructure and Transport (MOLIT) announced a plan to establish the 4th railway safety master plan between 2023 and 2027.
As digital transformation is accelerated in all sectors of society due to the COVID-19 pandemic, the 4th railway safety master plan will be worked out, MOLIT said, adding that it will aggressively reflect the technologies of the 4th Industrial Revolution, including AI and IoT.
The upcoming master plan, following the 3rd rendition between 2016 and 2022, aims to realize railway safety management through advancement and ¡°scientification.¡±
MOLIT will inaugurate the 2nd railway traffic control center, to be set up in Osong, Chungcheongbuk-do, in 2027.
The railway traffic control center will be organically connected with a new railway control system based on AI and big data, unmanned railway car system, and a railway signal communication system.
It is designed to work out ways of utilizing limited railway routes in a systematic and safe fashion not only in normal times but also in the case of accidents and troubles.

The new railway traffic control system is a railway automation control system designed to make real-time predictions and suggest options by simulating train operation situations, managing train schedules and planning alternative trains in case of accidents.
The railway train and railway facility career management system using IoT and big data is designed to promote prior management of fundamental factors of railway accidents and operation hindrances and minimize damages by grasping causes fast even in the case of accidents and hindrances.
The plan calls for reviewing railway safety management systems in a comprehensive fashion to cope with the future railway environment, such as the introduction of new transportation means like the generalization of unmanned operation and trams.
The Railway Technology Research Institute and Busan Metropolitan City government are implementing a project to verify a tram.
MOLIT said local autonomous bodies, such as Seoul and Daejeon, are now considering introducing trams.

MOLIT is commissioning policy research services, such as the operation of an experts¡¯ advisory group, to secure expertise in the implementation of the 4th railway safety master plan and gather ample opinions.
Im Jong-il, director general in charge of railway safety policy at MOLIT, said, ¡°Views from railway operation organizations and filed crew members will be fully reflected in the course of the implementation of the 4th railway safety master plan.¡±
The ministry will do its best to implement the master plan on the spot in an effective way, he added.
