Korean and international experts discussed power market tasks on an energy paradigm shift at the 14th Seoul International Conference on the Electricity Market (SICEM 2018) that took place at the Seoul InterContinental Conference on Sept. 7.


Chairman & CEO Cho Young-tak of the Korea Power Exchange said, The theme of the SICEM 2018 ¡°Energy Paradigm Shift Policy & Power Market is set in consideration of the advent of the 4th Industrial Revolution and the expansion of eco-friendly energy policies.¡±


Cho expressed hope that the conference would serve as an opportunity to have an in-depth discussion on how power market policies and systems can respond to rapid environment changes.


Energy experts from several countries gave lectures and discussed energy policies, new industries and power markets.


Heiko Staubitz, senior manager in the department for Energy, Environment & Resources within the Germany Trade and Invest (GTAI) explained about the current status of new & renewable energy supply expansion in place in Germany and growth potential of the market.


He noted that renewable energy supply is done in a smooth fashion, and related fare burden is likely to decline due to a drop in the power generation unit price of renewable energy.


Germany has seen the portion of the new and renewable energy segment in power generation stand at 36 percent last year, surpassing the goal of increasing it to 30 percent by 2020, said Staubitz, adding that the German government aims to raise the figure to 50 percent by 2030 and 80 percent by 2050.


A surcharge in the name of the FIT (feed-in tariff) is imposed to shoulder costs for generating renewable energies such as wind power, solar energy and bio mass, and a range of 6 cents is now levied per kWh, he said. Renewable energy unit prices will likely keep on declining in the next decade, so new and renewable energy prices will continue to drop, he said.


Germany has employed a bidding system on large-sized capacity renewal energy power generation to spread the supply of renewable energies, so large-sized capacity wind power complexes are built in optimal prices through competition, he said.


Batteries are forecast to emerge as a tool to control the power market, Staubitz said. Batteries related to personal photovoltaic power units and large-sized capacity power grid battery markets are growing fast. Batteries installed on the rooftop photovoltaic power units currently stands at a mere 3.7 percent, but the markets are predicted to shot up to 80 percent by 2030.


Battery systems will greatly welcome the automobile markets, he said. Currently, 120,000 electric vehicles hit the streets, but Germany aims to raise the supply of EVs to 1 million units by 2020, he added.


Ali Izadi, head of Bloomberg¡¯s Tokyo branch, lectured on the trends of the global new and renewable energy markets as well as challenging tasks of the Korean power market. New and renewable energy supply expansion gets under way, and Korea also needs to relax regulations on the power market to supply new and renewable energies.


Globally, investments on clean energies are on the rise. The investments, which faltered once during the financial crisis between 2007 and 2008, continue to increase, he said.


Concerning the Korean power market, Izadi said as long as regulations on the power market are retained, the government¡¯s goal of raising the portion of new and renewable energies in power generation appears to be somewhat challenging.


The problem lies in regulations, not technology issues, he added.
