Korean and international experts discussed power market tasks on an energy paradigm shift at the 14th Seoul International Conference on the Electricity Market (SICEM 2018) that took place at the Seoul InterContinental Conference on Sept. 7.

Chairman & CEO Cho Young-tak of the Korea Power Exchange said, The theme of the SICEM 2018 “Energy Paradigm Shift Policy & Power Market is set in consideration of the advent of the 4th Industrial Revolution and the expansion of eco-friendly energy policies.”

Cho expressed hope that the conference would serve as an opportunity to have an in-depth discussion on how power market policies and systems can respond to rapid environment changes.

Energy experts from several countries gave lectures and discussed energy policies, new industries and power markets.

Heiko Staubitz, senior manager in the department for Energy, Environment & Resources within the Germany Trade and Invest (GTAI) explained about the current status of new & renewable energy supply expansion in place in Germany and growth potential of the market.

He noted that renewable energy supply is done in a smooth fashion, and related fare burden is likely to decline due to a drop in the power generation unit price of renewable energy.

Germany has seen the portion of the new and renewable energy segment in power generation stand at 36 percent last year, surpassing the goal of increasing it to 30 percent by 2020, said Staubitz, adding that the German government aims to raise the figure to 50 percent by 2030 and 80 percent by 2050.

A surcharge in the name of the FIT (feed-in tariff) is imposed to shoulder costs for generating renewable energies such as wind power, solar energy and bio mass, and a range of 6 cents is now levied per kWh, he said. Renewable energy unit prices will likely keep on declining in the next decade, so new and renewable energy prices will continue to drop, he said.

Germany has employed a bidding system on large-sized capacity renewal energy power generation to spread the supply of renewable energies, so large-sized capacity wind power complexes are built in optimal prices through competition, he said.

Batteries are forecast to emerge as a tool to control the power market, Staubitz said. Batteries related to personal photovoltaic power units and large-sized capacity power grid battery markets are growing fast. Batteries installed on the rooftop photovoltaic power units currently stands at a mere 3.7 percent, but the markets are predicted to shot up to 80 percent by 2030.

Battery systems will greatly welcome the automobile markets, he said. Currently, 120,000 electric vehicles hit the streets, but Germany aims to raise the supply of EVs to 1 million units by 2020, he added.

Ali Izadi, head of Bloomberg’s Tokyo branch, lectured on the trends of the global new and renewable energy markets as well as challenging tasks of the Korean power market. New and renewable energy supply expansion gets under way, and Korea also needs to relax regulations on the power market to supply new and renewable energies.

Globally, investments on clean energies are on the rise. The investments, which faltered once during the financial crisis between 2007 and 2008, continue to increase, he said.

Concerning the Korean power market, Izadi said as long as regulations on the power market are retained, the government’s goal of raising the portion of new and renewable energies in power generation appears to be somewhat challenging.

The problem lies in regulations, not technology issues, he added.

에너지전환 정책과 전력시장의 과제 논의

전력거래소(이사장 조영탁)는 9월7일(금) 서울 인터콘티넨탈 코엑스 호텔에서 The 14th Seoul International Conference on the Electricity Market 를 산업통상자원부, 산학연 관계자, 전력그룹사 관계자 등을 초청하여 개최할 예정이다.

올해로 14회째를 맞이하는 이번 서울국제전력시장 컨퍼런스에서는 “에너지전환 정책과 전력시장”을 주제로 에너지 정책과 신산업, 전력시장의 대응과 과제 등이 논의될 것이다.

조영탁 전력거래소 이사장은 “에너지전환 시대를 맞아 각국의 전력시장이 나아가야할 방향을 모색하고자 이번 컨퍼런스를 개최하게 되었다”고 밝히며,“제4차 산업혁명의 도래 및 친환경 에너지 정책의 확대 등 빠르게 변화하는 환경 가운데 놓인 전력시장의 정책 및 제도가 어떻게 대응해야 할지 금번 컨퍼런스에서 여러 전문가들과 함께 폭넓게 논의할 수 있게 되기를 바란다”며 행사의 취지를 밝혔다.

컨퍼런스는 총 2개의 세션으로 진행될 예정인데, <세션 1>에서는 “에너지 정책과 에너지 신산업”을 주제로 발표 및 패널 토의를 진행할 예정이다. 독일 무역투자청 스마트그리드·에너지저장분야의 Heiko Staubitz 차장은 독일에서 추진하고 있는 온실가스 배출 감축, 신재생에너지 개발 등에 대해 소개하고 유럽 에너지 시장의 현재와 미래를 주제로 발표를 하며, Bloomberg의 Ali Izadi 일본지사장은 전기차와 신재생에너지가 전력계통에 미치는 영향에 대한 정보를 나누게 된다. 에너지경제연구원 전력정책연구본부의 이유수 본부장은 한국의 에너지 전환 정책과 에너지 신사업의 증진을 주제로 관련 내용을 다룰 예정이다.

이어서 열리는 <세션 2>에서는 “전력시장의 대응과 과제”를 주제로 국내외 연사 3명의 발표가 있게 된다. 국제에너지기구(IEA) 가스, 석탄, 전력시장분야의 애널리스트 Alejandro Hernández는 전력부문에서의 탄소감축을 위한 시장 설계에 대해 발표를 하며, 일본 에너지경제연구원 전력산업·신재생에너지분야의 Yu Nagatomi 박사는 일본 전력시장의 개혁과 도전과제에 대해 심도 있게 소개할 예정이다. 전력거래소 시장계통개발처의 조강욱 처장은 한국RE3020의 도전과 시장개선을 통한 응전을 주제로 발표를 할 예정이다.

전력거래소, 민․관․군․경 긴급 재난대응 협조체계 구축 협약 체결

전력거래소(이사장 조영탁)는 9월 12일 본사가 위치한 전남 나주지역의 민․관․군․경 유관기관들과 재난대응 긴급 협조체계 구축 협약을 체결했다. 협약에는 나주시, 나주경찰서, 나주소방서, 나주 군부대, 나주종합변원, 전국건설기계 나주시연합회, 나주시 자율방재단이 참여하였다.
이번 협약에는 2015년에 참여했던 협약기관에 나주시와 나주시 자율 방재단이 추가로 참여함으로써 전력거래소의 재난대응 긴급 협조체계가 더욱 내실 있게 되었고, 전력거래소에 재난이 발생하였을 경우 나주시와 군․경․소방서의 신속하고 유기적인 인력과 장비의 지원이 이루어질 것으로 기대된다.

우리나라 전력계통과 전력시장을 운영하고 있는 전력거래소는 국가경제와 안보를 위해 단 한순간도 멈추어서는 안되는 국가기반시설이다.  이번 협약은 혁신도시 이전기관 최초로 관내 재난대응 유관기관들이 모두 참여하는 민․관․군․경 협업 체계로서, 그 동안 기관 대 기관 협약수준에 머물렀던 재난대응 거버넌스에 획기적인 전환이 이루어졌다는데 큰 의미가 있다. 이는 안전을 중요한 가치로 강조하고 있는 현 정부의 정책에도 부합하는 좋은 사례가 될 것으로 보인다.

전력거래소 조영탁 이사장은 “이번 협약을 기반으로 매년 정례적인 실무자미팅을 통해 좀 더 세부적이고 광범위한 재난대응체계로 발전시켜 나가려 한다”고 하면서, 이러한 노력들이 대한민국의 안보와 경제의 밑바탕이 되는 전력산업을 굳건히 지켜나가는데 큰 힘이 될  것”이라고 강조했다.

또한 『전력거래소 카카오톡 플러스친구』를 통해 10월 10일 처음 발송되는 “전력거래소 카카오톡 뉴스알리미”는 전력포커스 뉴스와 전력산업 통계, 전력거래소의 사회적 가치 실현 소식 관련 기사를 체계적으로 정리해 매월 정기적으로 발송할 예정이다.

이렇게 다양한 기능을 가지고 오픈한 『전력거래소 카카오톡 플러스친구』는 오픈 후 일주일만에 850명의 카카오톡 친구가 등록되고 900건 이상의 일 최대 조회수를 기록하는 등 일반 국민에게 큰 관심을 받고 있으며, 카카오톡 친구검색창에 ‘전력거래소’ 또는 ‘한국전력거래소’를 검색해 친구추가할 수 있다.
