Gets highest score in categories of organizational operation, implementation of development project and attraction of investments

The Busan-Jinhae Free Economic Zone (BJFEZ) ranked 1st overall in the 2017 performance evaluation of seven free economic zones across the nation for the 3rd straight year.
The Economic Free Zone Commission held its 97th session on June 29 and announced the results of the 2017 performance evaluation of seven FEZs across the nation, said the Planning Office of the Free Economic Zones under the umbrella of the Ministry of Trade, Industry and Energy (MOTIE). The BJFEZ placed 1st, followed by first runner-up, Incheon Free Economic Zone (IFEZ) and second runner-up Gwangyang Bay Free Economic Zone (GFEZ).
Every year, the FEZ performance evaluation system, which debuted in 2010, evaluates the previous year’s business performances. The 2017 evaluation was conducted by a committee consisting of 15 members based on overall evaluations, including paper and on-site observation evaluations. Seven FEZs were evaluated in each of five areas - organizational operation, implementation of development projects, attraction of investments, corporate support, and settlement environment.
Looking at the detailed evaluation of five categories, the BJFEZ topped in organizational operation, implementation of development project and attraction of investments, while the IFEZ got the highest score in corporate support and settlement environment.
The BJFEZ has been credited with helping the Myeongji District rise to an international business center by aggressively attracting such major facilities as office buildings, a foreign university, and a research institute.
An MOU with Lancaster University has been signed to build a global campus in the Myeongji Area. The BJFEZ is working on a project to build a footwear R&D center of Decente Korea at the Myeongji District.
The American investment Site Selection Magazine selected the BJFEZ as one of Asia’s excellent free economic zones. A survey of about 4,000 FEZs around the world, conducted last October, showed that the BJFEZ made it on the list of 12 top FEZs along with Shanghai FEZ.
BJFEZ Commissioner Jin Yang-hyun said, “We’ll not rest on the outcomes of the latest evaluation and devote itself to developing the BJFEZ into a world-class integrated logistics hub by accelerating development and attracting of investments.”
The BJFEZ will be made as a forward operation base to revitalize logistics with Najin and Seonbong of North Korea, three eastern provinces of China, and Primoskii and Vladivostok of Russia, he added.
According to the outcomes of the latest evaluation, the BJFEZ will receive 741 million won in support from state coffers.
부산진해경제자유구역청(청장 진양현)은 전국 경제자유구역 성과평가에서 1위를 차지하여 2016년부터 3년 연속 성과평가 1위를 달성했다. 이 결과는 6월 29일 제97차 경제자유구역위원회(위원장 : 산업통상자원부장관)에서 심의를 거쳐 확정되었다.
경제자유구역 성과평가제도는 2010년에 도입돼 매년 전년도 사업실적을 평가하고 있다.
이번 평가는 민간전문가 15명으로 구성된 평가위원회가 7개 경제자유구역청(경자청)의 조직운영, 개발사업추진, 투자유치, 기업지원, 정주환경 등 5개 분야에 대해 서류심사, 현장점검, 종합평가로 진행되었다.
부산·진해청은 명지지구 경우 업무시설, 외국대학, 연구소 등 주요도입시설의 적극적 유치로 국제비즈니스 중심 도시로 도약한 점이 우수사례로 평가됐다. 명지지구는 랑케스터(Lancaster) 대학교 진출 MOU를 체결하는 한편 데상트 코리아 연구소 설립을 진행했다.
또한 미국 투자전문지 사이트 셀렉션에서 ‘아시아 최우수 경제특구’로 선정된 점도 우수사례로 꼽혔다. 지난해 10월 전 세계 4천여 개 경제특구 중 12개 최우수 특구(아시아 지역은 상해, 부산진해 2지역)로 선정되면서 대외신인도가 상승한 점이 주효했다.
5개 세부분야 평가에서는 사업·조직운영, 개발사업추진, 투자유치에서 가장 우수한 것으로 나타났다.
진양현 부산진해경자청장은 “이번 평가 결과에 안주하지 않고 개발과 투자 유치에 더욱 박차를 가하여 부산진해경제자유구역이 세계적인 복합물류 허브로 발전해 나가도록 더욱 노력하겠다.“라고 밝혔다. 특히, “부산진해경자구역을 북한 나진, 선봉과 중국 동북3성, 러시아 연해주와 블라디보스토크 같은 북방도시들과의 물류 활성화의 전초기지로 키워 나가겠다.”고 전했다.
한편, 이번 평가결과에 따라 부산진해경자청은 총 7억 4천 1백만원의 운영경비를 국고로 지원받게 되고 우수직원 포상 등 인센티브를 받게 된다.
