President Cho Young-tak of Korea Power Exchange (KPX) called for the overhauling of the power wholesale market to ensure fair competition and an energy paradigm shift as well as the establishment of an innovative power grid to brace for intermittent new and renewable energies.
KPX President Cho also cited plans to guarantee the long-term stability of the energy paradigm shift and the establishing of systems to support policies.
These are the major tasks Cho suggested while delivering his inaugural speech at KPX headquarters in Naju, Jeolla-nam-do, on Feb. 13. His three-year term ends in 2001.
KPX President Cho obtained an M.A. and a Ph.D in economics from Seoul National University. He served as a professor of economics at Hanbat University during the period between 1994 and recently.
He became a visiting scholar at University of Maryland Institute for Ecological Economics during the period between 1999 and 2000. He held such positions as a board member and head of a working group for the establishment of the Basic Plan for Long-term Electricity Supply and Demand during the period between 1999 and 2000 and the head of the Electricity Sector for the Establishment of the National Energy Plan during the period between 2012 and 2014, chairman of the Korea Development Economics Association between 2015 and 2016.

KPX Wins Partner Award and Green Connector Award at KGID

KPX was honored with the Korea Green Growth Trust Fund (KGGTF) Award and the Green Connector Award at the 5th Annual Korea Green Innovation Days 2018, hosted by the World Bank Group in Seoul from May 17 to May18.
KPX conducted an education program, part of the World Bank’s Green Growth Knowledge Exchange Project, at KPX headquarters on May 15 on the occasion of the Korea Green Innovation Days 2018.
Korea Green Innovation Days, the fifth rendition this year, takes place annually with hundreds of officials from recipient countries and Koran institutions in attendance.
KPX was presented with the KGGTF Award in recognition of his active engagement with the World Bank's Green Growth Knowledge Exchange Project. Deputy General Manager Chung Woo-duck became a double prize winner as he received the KGGTF Green Connector Award for his superb role in introducing the Korean electricity industry and power market while carrying out the Green Growth Knowledge Exchange Project.
Meanwhile, about 49 officials with power-related institutions and government agencies from Asian and African emerging countries participated in the latest Green Growth Knowledge Exchange Project. The participants learned about the Korean power market and power grid operation and toured the Central Power Control Center.
With its winning of the Korea Green Growth Trust Fund (KGGTF) Award and the Green Connector Award, KPX plans to redouble efforts to support overseas market exploration toward developing countries.

New KPX Standing Director

Yoo Suk-tae, head of the Gimjae Free Economic Zone Management Office under the umbrella of the Ministry of Trade, Industry and Energy (MOTIE), was elected as head of KPX’s Planning Division. New Standing Director Yoo, replacing his predecessor Kim Hong-gil, is responsible for KTX’s planning, management support, and power market surveillance and security.

  전력거래소(이사장 조영탁)는 “13일 나주 본사에서 조영탁 신임이사장이 취임식을 갖고 3년간의 공식 업무를 시작했다”고 밝혔다.

  조영탁 이사장은 취임사에서 공정경쟁과 에너지 전환을 위한 ‘도매시장제도 개선’, 기후변화와 재생에너지 간헐성에 대비하는 ‘혁신적 계통운영체계 구축’과 에너지 전환의 장기안전성을 담보할 수 있는 ‘계획 및 정책 지원체계의 정립’등을 주요 과제로 추진할 것임을 밝혔다.

  조 이사장은 취임식 후 바로 중앙전력관제센터를 방문하여 날씨변화에 대한 철저한 대비를 주문하며, 차질 없는 동계전력수급대책의 운영을 강조했고, 특별히 평창 올림픽의 성공적 개최를 위해 안정적 전력공급에도 만전을 기할 것을 강조했다.

  한편 조 이사장은 14일에는 후비전력관제 기능을 담당하고 있는 경인지사를 방문하여, 전력비상상황 발생시에 시나리오별로 대비하는 기능을 특별히 점검할 계획이다.
 
조 이사장은 1959년생으로 서울대 경제학과를 졸업하고 같은 대학 경제학 석·박사 학위를 받았으며 2018년 1월까지 한밭대 교수로 재직했다. 전력·에너지 전문가인 조 이사장은 제4차 전력수급기본계획부터 8차 계획까지 전문위원과 워킹그룹장으로 활동했으며, 국가에너지 기본계획에서 전력분야 위원장 및 총괄분과 위원을 지냈다.

전력거래소, 세계은행 주관 [한국 녹색혁신의 날] 행사에서 2개 부문 수상

  전력거래소(이사장 조영탁)는 지난 5월 17, 18일 세계은행 주관으로 개최된“한국 녹색혁신의 날(KGID, Korea Green Innovation Days) 2018”행사에서 녹색성장신탁기금 파트너상 및 그린커넥터상을 수상하였으며, 이에 앞서 13개 국가를 대상으로 본 행사와 연계되는 지식교류사업을 5월 15일(화) 나주 본사에서 실시하였다.

  세계은행 및 녹색성장신탁기금(KGGTF, Korea Green Growth Trust Fund)은 국제협력사업 전반을 결산하는 행사로 매년 수백여 명의 수혜국가와 국내참여기관 관계자들을 초청하여 한국 녹색혁신의 날 행사를 개최하고 있으며, 올해는 5번째이다. 금년 녹색혁신의 날 행사에서는 전력거래소가 그동안의 활발한 녹색성장 지식교류사업 활동을 인정받아 기관 표창인 KGGTF 파트너상을 수상하였으며, 아울러 지식교류 사업에서 한국 전력산업 및 전력시장을 매우 인상 깊게 소개해준 것에 대한 감사 인사로 개인상인 KGGTF 그린커넥터상도 같이 수상(정우덕 차장)하여 2관이 되었다.

  한편 15일 지식교류사업에서는 아시아(베트남, 파키스탄, 우즈베키스탄, 방글라데시), 남미(콜롬비아), 아프리카(부르키나파소, 감비아, 세네갈, 나이지리아, 베냉, 토고, 라이베리아, 시에라리온)등 세계 각지에서 전력산업 전반을 주도하는 기관 및 정부부처의 주요 인사 총 49명이 참여하여 한국의 전력시장과 계통 운영현황에 대한 설명을 듣고 중앙전력관제센터 견학등을 통해 한국의 전력산업 노하우를 풍부하게 전수받는 시간을 가졌다.

  전력거래소는 금번 수상을 계기로 저개발국가에 대한 해외진출기반 지원 사업을 더욱 확대할 계획이며, 이러한 지속적 노력을 통해 우리나라의 전력시장 및 전력계통, 나아가 전력산업 전반의 우수성을 홍보하고 한국 전력산업과 전력거래소의 위상이 더욱 강화될 것으로 기대하고 있다.

전력거래소, 2018년 송전운영 담당자 기술교류회 개최

 전력거래소(이사장 조영탁)는 지난 5월24일(목)~25일(금) 이틀간 전북 군산 리버힐관광호텔에서‘18년 상반기 계통운영 담당자 기술교류회를 성황리에 개최하였다.

 이날 행사에는 전력거래소 송전운영팀 휴전담당자를 비롯한 회사 관계자들, 한전 본사 및 지역본부 휴전담당자 등 현업담당자 40여명이 참석하여, 2018년 여름철 전력계통 수급전망 및 계통운영방안, 신재생발전 계통연계 확산에 의한 전력계통 영향에 대한 발표가 이루어졌다. 또한 노후 설비 교체를 위한 장기휴전, 취약계통 보강을 위한 다수설비 동시휴전 등 하반기 주요 휴전계획에 대해 심도있는 토론의 장을 마련하였고, 김제변전소의 48㎿ 전기저장장치(ESS) 현장 견학을 마련하여 ESS의 주파수 응동 원리와 특성을 직접 확인하는 자리를 가졌다.

 특히 이날 여름철 전력계통 운영을 주제로 발표한 김상민 차장(전력거래소 계통운영처)은 올 여름 최대전력을 8,750만kW 수준으로 전망하고, 전국의 주요설비 구성 변경사항과 송전제약 사항, 전국의 계통운영 여건 등 현안에 대해 설명하였다. 이어 김종균 차장(한전 송변전운영처)은 최근 신재생전원 확대정책에 따른 전력계통의 문제점 및 변동성전원 계통영향 평가 기법을 소개하고, 분산형전원 연계기준 정립에 대한 연구결과를 설명하였다.

 이날 행사에서 거래소 및 한전 업무담당자들은 “전력계통운영자와 송변전설비 사업자간 긴밀한 협업이 높은 신뢰도의 전력계통 운영을 위해 무엇보다 중요하며, 향후 도래할 송전운영 환경변화에 능동적으로 대처할 수 있도록 지속적인 기술정보 교류를 이어나갈 것”이라는데 의견을 모았다. 붙임 : ‘18년 상반기 계통운영 담당자 기술교류 행사 사진

전력거래소, 신임 기획본부장에 유석태 이사 선임

전력거래소(이사장 조영탁)는 신임 상임이사(기획본부장)에 유석태 전 산업통상자원부 김제자유무역지역관리원장(부이사관)을 선임했다고 밝혔다. 유석태 이사는 전임 김홍길 이사의 뒤를 이어 6월 1일부터 기획, 경영지원, 전력시장 감시, 보안업무를 총괄하는 기획본부장 직책을 수행하게 된다.

유석태 신임 이사는 인천대 무역학과를 졸업하였으며, 철도청에서의 공직생활을 시작으로, 산업통상자원부 전력진흥과 사무관 및 산업정책과 서기관을 거쳐 김제자유무역지역관리원장을 역임했다.

유석태 신임 본부장은 그 간 공직생활에서 쌓아온 다양한 경험과 역량을 바탕으로 최근 급변하는 전력분야에서의 환경변화 대응과 다양한 대내외 이해관계자와의 소통에도 주력할 것으로 보인다.
