Establishes nation¡¯s first full-automation operation system at the combined heat power plant at Hwaseong branch

26(Thu), Mar, 2026

Minister of Climate, Energy and Environment Kim Sung-hwan gets a briefing on electrode boiler from KDHC CEO Jeong Yong-ki as he toured KDHC¡¯s branch in Hwaseong, Gyeonggi-do, on March 11.

Korea District Heating Corp. (KDHC) has built a community energy industry system improved through AX innovation for companywide introduction of AI technology.

The corporation has also established and implemented an AX transition roadmap on equipment operation, safety management, customer service and organization reform tasks last year in accordance with trends of AI transformation.

KDHC has set up the nation¡¯s first full-automation operation system at the combined heat power plant at Hwaseong branch.

The system allows automation of all processes ranging from inaugurating the plant¡¯s equipment to stopping without operators¡¯ continued intervention, based on operational algorithm.

It has resulted in lowing the operation frequency from 1,000 times on average daily to 10, achieving an operational standardization rate of 99 percent.

The Nuri Heat Center in Sejong is an unmanned ¡°dark¡± factory.

Physical AI systems, such as robots at a ground pump room, are in charge of field safety management, such as real-time surveillance on abnormality of equipment and a disaster situation.

As for safety management, KDHC has become the community energy industry¡¯s first entity to have established an AI-based safety management platform, dubbed ¡°On-Safe.¡±

The platform has reduced the paperwork time by some 64 percent by systemizing hand-written safety work using AI.

The saved time is being put to field safety inspections to prevent accidents.

This led to KDHC topping a safety management evaluation by the Ministry of Economy and Finance last year for the sixth consecutive year.

The KDHC¡¯s use of AI to improve services is notable. The corporation has conducted ¡°customized fare system consulting¡± designed to suggest a fare desirable for each user by analyzing his or her usage patterns via AI.

It resulted in fare reductions for a combined 49 small business owners, and a 5 percent reduction in energy consumption through diverting to demand management faring system for major consumption clients.

KDHC plans to expand the use of smart meters so as to prevent breakdowns so customers can recognize heating abnormalities.

The corporation plans to build the ¡°Smart Heat-as-a-Service (HaaS)¡± platform designed to analyze and diagnose heat usage patterns by gathering real-time file data via AI, thus contribution to not only energy reduction, but also to upgrading public services.

The corporation is also implementing basic constitutional reform by establishing a two-track strategy – a top-down one for ¡°AX for KDHC¡± and a bottom-up one for ¡°KDHC for AX.¡±

Specifically, KDHC has established organizations designed to support the execution of AZ, such as ¡°AX Innovation Consultation Corps,¡± comprising of inside and outside experts.

The corporation has been also conducting new attempts, such as the operating of a field innovation exploration program designed to create an AX innovation environment, AI sandboxes and an AX demonstration contest.

KDHC CEO Jeong Yong-ki said, ¡°KDHC will be reborn into a world-class energy company, trusted by people through endless innovation using AI in the years to come.¡±
