Rep. Kim Jung-ho of the Democratic Party of Korea said various laws and notices related to institutional reform to implement photovoltaic power projects — core energy sources of RE100 industrial complexes — are too divergent to fully boost such projects.

Rep. Kim made the remarks while speaking at an audit of the National Assembly Trade, Industry, Energy, SMEs and Startups Committee on Oct. 16.

RE100 industrial complexes are industrial complexes in which tenant companies fully meet RE100 goals and utilize 100 percent of regional renewable energy capabilities.

The Ministry of Trade, Industry and Energy (MOTIE) has inaugurated a pan-government taskforce and submitted a proposal to enact a special act on RE100 industrial complexes in October and decided to work out a plan to implement RE100 industrial complexes.

The government aims to launch RE100 industrial complex projects next year and put into operation global advanced RE100 industrial complexes by 2030.

Core energy resources for RE100 Industrial complexes are photovoltaic power and offshore wind power projects.

Industrial complexes under the control of Korea Industrial Complex Corp. (KICOX) have a potential photovoltaic power capability of 4.7GW, but the existing photovoltaic power facilities have a combined capacity of 0.8GW, accounting for 17 percent of their potential capability.

Rep. Kim said the poor performance was cited as reasons, such as complexity and prolonging of permits and licenses for expanding photovoltaic power facilities, lacking legal foundation and delayed execution of projects.
