Samsung C&T Ranks 1st in 2025 Construction Capability Assessment for 12th Straight Year
Places 1st in four out of the five evaluation categories except technology evaluation

Samsung C&T E&C Group has placed 1st for the 12th consecutive year in the latest annual Construction Capability Assessment, announced by the Ministry of Land, Infrastructure and Transport (MOLIT). 

Hyundai E&C and Daewoo E&C ranked first runner-up and second runner-up, respectively. 

Every year, MOLIT announces the Construction Capability Assessment that comprehensively evaluates the construction performance, management status, technological ability, and credit rating of all the construction companies nationwide in order to help procurement departments with their choices of appropriate construction companies. 

It is published in late July and goes into effect Aug. 1.


In the 2025 Construction Capability Assessment, Samsung C&T ranked 1st with 34,721.9 billion won in civil engineering construction work. The contractor has maintained the No. 1 position for 12 years since 2014. 

Hyundai E&C ranked 2nd with 17,248.5 billion won while Daewoo E&C placed 3rd with 11,896.9 billion won. 

The No. 4 position went to DL E&C, which earned 11,218.3 billion won in evaluation while GS E&C placed 5th with 10,945.4 billion won. 

DL E&C and GS E&C saw their position move up one slot respectively compared to the previous year. 

Samsung C&T ranked 1st in the construction capability evaluation, construction performance evaluation, management evaluation, and credit rating – four out of the five sectors except technology evaluation.

Samsung C&T and UAE¡¯s ENEC Partner to Advance Global Nuclear 

Samsung C&T E&C Group is expanding its global presence in nuclear energy through a new strategic partnership with ENEC, the UAE organization behind the Barakah Nuclear Energy Plant. 

On July 29, the two companies signed a memorandum of understanding (MOU) to strengthen cooperation on large-scale nuclear development, small modular reactors (SMRs), and hydrogen production using nuclear power. 

The signing ceremony took place at the Sofitel Ambassador Hotel in Seoul, with Samsung C&T CEO Se-cheol Oh and ENEC CEO Mohamed Al Hammadi in attendance, alongside senior representatives from both sides.

Through this agreement, Samsung C&T E&C Group and ENEC will explore joint development of nuclear-related projects across international markets. 

Areas of collaboration include new nuclear plant construction, recommissioning of existing plants, and mergers and acquisitions related to nuclear infrastructure.

The two companies will also consider investments in nuclear equipment suppliers and service providers. Together, they plan to develop a strategic roadmap for long-term cooperation based on their respective strengths.


Samsung C&T Strengthens SMR Presence with New Estonia TA

Samsung C&T Engineering & Construction (E&C) Group is expanding its footprint in the European small modular reactor (SMR) market with a new Teaming Agreement (TA) signed in Estonia. 

The agreement follows earlier collaborations in Romania and Sweden, strengthening Samsung C&T¡¯s position in next-generation nuclear energy projects.

The signing of the TA between Samsung C&T E&C Group and Fermi Energia was held during the Energy Mission Conference in Seoul on April 1. 

The agreement is regarded as a significant milestone in Estonia¡¯s journey toward introducing nuclear power, and Samsung C&T is expected to play a key role in shaping the project as a strategic partner from the early stages.

The initiative not only reflects Estonia¡¯s growing interest in next-generation nuclear solutions, but also highlights Samsung C&T E&C Group¡¯s growing presence in the European nuclear landscape.
