The Presidential Committee on Policy Planning (PCPP) under the control of President Lee Jae-myung held a national briefing session at Cheongwadae on Aug. 13 and unveiled a five-year national administration plan draft, the President Lee government¡¯s state blueprint.
During the event, President Lee got a briefing on the process to establish a five-year national administration plan and major points from the PCPP.
The unveiled ¡°five-year national administration plan¡± consists of three national visions, five national principles, five national goals, 123 policy tasks, a fiscal support plan and a legislation plan.
It specifies separate tasks according to each group, such as children/youth, adults, the elderly, women, the handicapped, small business owners and companion animal owners, stressing the will of the President Lee government to change all people¡¯s lives for the better.
The plan draft was worked out and proposed by PCPP to the government, and it is expected to be finalized through a cabinet meeting following the government¡¯s reviews. The state vision, the new government¡¯s national administration goal, calls for a ¡°nation of popular sovereignty, together happy Korea.¡±
The ¡°nation of popular sovereignty¡± phrase means communicating with people at any time and at any place and realizing state affairs so that people¡¯s sovereignty can be reflected.
PCPP said the ¡°together happy Korea¡± message portrays its determination to attach top priority value to all people¡¯s happiness.
The three national principles are attentive listening and integrity, fairness and trust, and practicality and performance.
The new government aims to resolve conflicts and divisions by lending an ear, carry out state affairs integrating all the people while it intends to remove injustice and privilege and execute state affairs by keeping promises to people.
It implies the meaning of merit-oriented administration to change people¡¯s lives based on practicality.
The five national goals are politics integrating people, an innovative economy leading the world, balanced growth for all, a fundamentally strong society, and national interest-oriented diplomacy and security.
Twenty-three implementation strategies and 123 policy tasks are specified under the national goals.
The 123 national policy tasks are reflected with a focus on public pledges made to the people and a policy statement on top of policy proposals via an online site of the ¡°National Sovereignty Committee,¡± and a variety of policy agreements signed during the 21st presidential campaign.

Innovative Economy Leading the World
It envisages overcoming a low-growth crisis by nurturing new future industries, such as AI and bio and moving toward the revival of the Korean economy through sustainable energy paradigm shift.
First, the new government aims to drive AI-based growth by establishing an AI expressway and its own AI ecosystem, spearheading next-generation AI semiconductors and original AI technologies, as well as securing top-tier AI manpower.
It targets becoming the world¡¯s No. 1 AI government by establishing personal information protection regimes, building AI trust foundation, such as counter measures against abuse and misuse, and proactively unveiling of public data.
In order for Korea to become a top-five science and technology powerhouse, it seeks to expand R&D budget, build basic research environment that allow researchers to focus on their work and nurturing systematically and attracting gifted manpower.
The new government aims to nurture future strategy industries, such as AI and bio health into new growth engines and innovate mainstay industries, including semiconductors and secondary batteries.
It wants to raise the vitality of the national economy by expanding the venture investment market and concentrating on the development of startups while building a growth ladder that allows SMEs to leap into global companies.
Regulations on core strategy industries, such as AI, bio health and renewable energies will be a core focus and a regulation paradigm will be shifted into a negative one. Specialized zones will be introduced to drive regional innovation.
Investments into future strategy industries will be ramped up by raising 100 trillion won in national growth funds, while the financial ecosystem will be built so that venture companies and SMEs can pursue innovation.
The new government aims to sternly deal with malpractices against the market, such as the introducing of a one-strike out system to secure the trust of investors while building a reliable investment environment through the market establishment of the Commercial Act.
The new government is pursuing the realization of RE100 in the industry sector through the swift construction of energy expressways and raising capabilities in carbon neutrality and climate change response.
