The EPC process for installing large-scale equipment and facilities is in full swing at the construction site of the 9.258 trillion won “Shaheen Project,” investing the largest in Korea’s petrochemical industry, the refinery said on Oct. 23.
The progress of the EPC process for the Shaheen Project at the Onsan National Industrial Complex in Ulsan is standing at 40 percent, cruising toward the goal of dedication in June 2026.
Site levelling work, which started in 2023, was completed, and out of a total of 10 large-scale cracking heaters, eight units have been installed.
The cracking heater, a key equipment of the steam cracker, is converting feedstocks such as ethylene and propylene into petrochemical products. It is 10 meters in width and 40 meters in length and 3,200 tons in weight.

Looking into the core facilities and competitiveness of the Shaheen Project, a new TC2C technology that converts crude oil into petrochemical feedstock, is going into commercial operation for the first time under the project.
The TC2C technology, developed by Saudi Aramco, the biggest shareholder of S-OIL, is an optimal process for producing naphtha and other petrochemical feedstocks.
The technology will produce petrochemical products by reducing carbon emissions compared to those of the conventional petrochemical industry.
The steam cracker of the Shaheen Project is the world’s largest single facility with an annual production capacity of 1.8 million tons.
The facility plans to secure competitive energy efficiency through self-generation by high-efficiency gas turbine generators and a high-temperature waste heat recovery system.
A polymer facility also plans to establish an efficient logistic system by building Korea’s biggest automation storage.
